I think most of your reasoning is on track, but I don't see that this adds any additional confirmation to exactly what Q says.
Basically, I see Kagan as saying something that was being openly considered in the news media at the time. They were openly pushing for faithless electors to try to throw it to the house. They were trying to build popular support for it. But by all means keep looking into this, mabye there is more info on how they were plotting it. I'm just recalling what I picked up from the media at the time.
This might be the sort of situation where long-term "sleepers" are needed… "trusted party hacks" who flip at the last minute…
