Any else notice the squares that have "outlines" around them?

Some squares are complete (four sides outlined) and some squares have one or more sides missing.

Cannot go any further on GIMP to contrast the square outlines, but it seems the outlines on each square, and possibly the colors as well, are the key to decrypting this message.

And I do think this is a message.
