Hate to throw cold water on this, but it's not definitive proof that Maxwell was in custody prior to July 2. It's only proof that a criminal case was commenced on that date.
When a grand jury indictment is handed down, that creates authorization for an arrest to me made. The GJ indictment is held by the prosecuting attorney and the case is opened upon its filing and then "process" is issued. "Process" refers to the warrant or summons (in civil cases) that compels a defendant to appear. That's technically all this means.
Could she have been in custody? Possible. Is this proof of that? Not really. Sorry again, but I'd rather be correct about things, even when it doesn't make me happy.
