Lots of bills stand out. Many of them didn't pass, but their intent says a lot
today.
For instance, his third bill 109 S. 969 "Attacking Viral Influenza Across
Nations Act" of 2005 is described as "A BILL To Amend the Public Health Service
Act with respect to preparation for an influenza pandemic, including an avian
influenza pandemic, and for other purposes." It attempted to establish an
"international fund" with the WHO to "support pandemic influenza control,"
establish a "coordinating committee" that would consult with "international
entities" (presumably the ones he'd just proposed funding), as well as establish
"domestic pandemic ifluenza preparedness activities" that seems primarily
occupied with "Domestic Surveillance." In fact, "Private Sector Involvment"
"shall integrate and coordinate public and private influenza surveillance
activities" and funds were to be used to "develop and implement surveillance
protocols for patients." Small coincidence that "surveillance" is something
that the Bill and Melinda Gates foundation emphasizes in regards to their
vaccine development.

Then there's a slew of bills he introduced between May 25-26, 2006. Most of
them sound as if they were designed to eliminate tariffs on chemicals that
Bayer/Monsanto need for pesticides, but not all of them.
Bill 109 S. 3155 would have eliminated tariffs on RSD 1235 (AKA Vernakalent), a
drug that made by Cardiome Pharma ("CRME") for the acute conversion of atrial
fibrillation," which hadn't been approved by the FDA yet. Merck bought some
rights for it in 2009.
One of the bills would have eliminated tariffs on MCPA (used in Dicamba, closely
related to Agent Orange), sebacic acid (made from castor oil, which comes from
the same plant ricin is made from), and "certain epoxy molding compounds" which,
if you do some digging, specifically references "Epoxy molding compounds, of a
kind used for encapsulating integrated circuits."

What's the significance of reducing tariffs? Besides increasing profits for
companies like Bayer, Monsanto, and Dow, it could stimulate the growth of new
producers of certain things commodities overseas and possibly damage those
industries domestically. It might also reduce the likelihood of close
inspection–if there are no tariffs to be collected on something, there's
probably no need to, for instance, make sure the given weight is accurate.
