I respectfully disagree, my reasoning is that the reporting of COVID gives the HCI $ (bottom of the pyramid).

 

The reports drive the fear…the fear gives control.

 

Without the cash to the HCI, there is no motivation for the pencil-wipe on the cause of death, lower numbers, ergo less fear.
