It is a relevant question given the lack of lighting on the TATT in Q's pics. Could be that normal operations had been closed down a week or so before the gangplank was lifted on 1 JAN 2014 after the fireworks at The Eye. Wound down, as it were.
So the answer is yeh. But precision on its hours of operations or its days of operation before it was worked on to be towed away? IDK.

In attempts to re-order, I failed to make sense of the vehicles on the road except in the sequence presented here. Maybe Anons can give it a try, too.
You may notice that in this sequence, the viewer moved right-to-left, then retracked left, and then left-to-right thru to ROT3 which features the Corinthia Hotel.

What links ROT3 with the set of Corinthia Pics? In terms of dating the pics based on details within each individual pic, the bollards on the traffic islands (or refuges) does the trick. However, this does not reveal the chronological sequence within the set.

On close inspection, an Anon noticed that there appears to be an individual in a yellow Mack (or raincoat) in one of the night CH pics and in ROT3 (look at the bike docking station area). Likewise another Anon noticed an individual in a red jacket in the daylight CH pic and in a night CH pic (also in the bike docking area).
These individuals are cirumstantial evidence of links across the series. The Bollards on the traffic islands are direct pictorial evidence of such links closely bound chronologically. But this does not show the sequence.

Sharp-eyed Anons might have noticed that there are traffic lights in these pics. What is the typical sequence, colours, as lights pass through phases? Red, Amber, Green.
I think that LISAMI6 and LONDON are linked by the same red light. Then ROT1 and ROT2 show amber and green. At this moment I have not figured the phases on Northumberland by the Corinthia in comparison with those on Victoria Embankment at Horse Guards (as per these Q pics). ROT3 shows a green light in background. The same traffic light shows green in one of the night CH pics and in the daytime CH pic.
Can local London Anons figure if that traffic light is green before, after, or during the time that the Horse Guards light is green? It is possible that these are synchronized today in a different way than the year Q's pics were taken. The key difference between then and now is that today there is no right turn permitted from the left lane of Embankment into Northumberland. A tantalizing detail.
Another Anon noticed cloud coverage or, moar accurately, reflected city lights on low clouds.
Granted, some of these details are difficult to see. Some can't be missed when an Anon points at them. Q pointed at pedestrians crossing the junction. I think there may be a person wearing a black jacket and red cap who appears in one of the CH pics as well as in the Winter Wonderland and in the Red Bus pics. That would be like the individuals in the yellow and the red coats circumstantial evidence within the pics who show links across the different sets of Q drops.
For now, I think it suffices that there are details that can be spotted which show in moar than one individual pic.
There is an interdasting detail in ROT1 that independently dates the Embankment pics in the same time frame as the bollards in the pics that show CH. Examine the advert signs along the railing at the Hispaniola. These two independent details corroborate 2013/2014.
Well, that's the basics as I've seen them. And I am very open to doublechecking and rethinking all of it based on the pictorial facts and any evidence from beyond the pics that mesh. By way of example, see the City planning docs that help date the Red Bus pic by the changes in the bus stop sign.
Yes, I do think so. The cycle hire program is perhaps one of the moar prominent examples of that.
The "viewer" is the eyes looking at the pics as layed out. Friends and foes alike. Prolly taken from a mix of sources both fixed, mobile, and as confirmed by Q, also rotating. How would Anons order the pics? A natural tendency to organize left-to-right?
Remember, Q could drop any of a wide series of pics captured at these scenes and during those times. Selected a few and each was chosen for a reason or reasons.
Q has asked, what is a sequence. He has said, think mirror. And, asked about the consequences which makes me think of the CON sequence. Intuitive, not discerned via analysis. But re-order these London pics any which way you might. Refer to Q guidance of Q 128. Paint the picture in layers and sequences.
Some of the details in linking the pics are right before our eyes and with a little effort they can pop-out at us and even re-orientate our thinking. Already, I think, dating the images from the details within has prompted a rethink of 2015/2016. Anons are not the only viewers.

I re-ordered Q 128 for differ emphasis. For example, who is asleep, while some of these night pics (and possibly very early morn pics) were taken? And who has been lulled by a CON sequence?

Has Q ever spelled-out CIA before? Why not. Q can instruct or guide Anons in various ways with different word and sentence structures. Some easy to decode. Some moar subtle. Some plain opaque. When a details pops-out it is hard to ignore. Intentional? Or a distraction?
As alwlays, very easy to fall into trap of over-thinking and so, for examples, Anons who hade settled on the apparent confirmation of 2015/2016 may also have put to aside the CON sequences of a CON firmation. Or not. We are not operatives in the field following orders but we are given so much and it is moar than we (currently) know and understand. The over-arching purpose of the Q drops is to set the stage for future proves past, I think. And I may be mistakenly lulled into such a "spell". None of us are immune.
Agreed. Examining 2015/2016 leads to questioning the date the pics were taken. The TATT's funnel colour scheme. Likewise one can start with 2015/2016 on the WW pics and discover that if the individuals in the pics are who we thought, then, they were together in London quite some time before declass has shown us - so far. The Pappadopolous pic has details which narrowly date the scene and that meshes well with current account of his whereabouts. The Q pics do not seem to have that nice and neat resolution - so far.
So, yeh, that vid seems to take us to 2014/2015 by way of comparison with 2015/2016 … but then the kicker: earlier?
Anons have had time to revisit and review Q drops, as per Q's guidance, with each update in news unlocks past. My eyes have noticed something about the cycle hire docking stations but have not yet been able to use it to further the dating, and interpretation, of the London Pics as a whole. Tantalizingly close, sometimes I have felt, but then, like something caught in your peripheral vision, it "vanishes" when I turn to focus on it.
Start at 2015/2016. Question everything. Or, at least, be prepared, as per Q 128.

Not in evidence Jan/MAR/APR/MAY 2013. First appears in summer of 2013 but in a slightly different form by Autumn 2013. Seems to be in the form that appears in Q's pics by NOV 2013 and remained in evidence DEC 2013 – right to NYE. Also in evidence JAN/FEB/MAR 2014. Not in evidence APR/MAY/Summer 2014.

In sum: the roof repair coverings appeared in summer 2013, were modified by SEP 2013, remained through winter to MAR 2014.

This portion of pictorial evidence does not advance our goal to narrow the timeframe for when Q's pics were taken. Re-confirms the winter 2013/2014 frame already established. It links LisaMI6 with LONDON with the ROT pics. Just as the building lights did some time ago. Winter 2013/2014 is looking very solid now. To narrow further will need (in addition to tidal and lunar evidence being dug well already) some very specific pictorial evidence and/or supporting documentation.
To answer that here are two suggestions based on ROT1 (see pic). First, the sign that appears on the river wall/stone railing; it does not show up in SV images nor in vids and pics I've scoured to this point. Second, the empty parking that is designated for motorbikes only; there may be a new restriction for certain dates or perhaps just a long-existing restriction based on time of day/week? Usually, in other evidence, motorbikes are present wherever parking is designated - all times of day.

Can you spot ANy motorcycles in Q's London Pics? Even that parking area on Northumberland is occupied by cars instead. Curious.
Yes, that is approximately the form the covering took in Q pics. This remained until no longer in pictorial evidence in spring of 2014 (APR and MAY 2014 as far as my own dig).
The City sometimes posts "Parking Suspension" signs. These are temporary. Flexible material hung on lamp posts or on trees and other permanent structures like road signs. These are notoriously missed by drivers who might not follow the local decision-making closely. The temp signs are bright yellow with black lettering.
In Q pics you can spot them on both sides of the road. See attached examples.
Anon posted stock images, I believe, of such parking suspension signs. Haven't nailed down the motorcycle signs yet but the bright yellow objects in Q pics are good candidates, I think.

Re Parking Suspensions sgns may explain the lack of motorcycles parked in the motorcycle parking areas in Q pics.
Examples of temp parking suspension signs from other aras of the City. Bright yellow standsout in Q pics on both sides of the road. Just ahead of the oncoming turning lane into Northumberland there is a motorcycle only zone and there happens to be a yellow sign hung on a post or tree.
Unfortunatley, altho temp parking suspension signs might explain the lack of motorbikes in the morbike only areas, that alone does not take us further to narrowing the time frame for the Q pics. Need documentation with dates and perhaps a purpose such as work on curbs, painting line on surface, or repairing lights or whatnot. That would help us narrow it.
So, barring that so rt of detail, we are left with just the single sign that appears on the curbside by the HISP. Have not found its likeness in available picotiral evidence outside of that one Q pic.
The moon and the stars and the tides may converge into a winning combination within the current time frame of NOV 2013 to MAR 2014. That wold be yugely amazing, Anons.
If we exhaust the possibilities, then, we may be as narrow as we can get before future proves past or news unlocks past. At least we will have helped set the stage for the reveal, if it comes.
In the meantime, the vid series has progressed, with some placeholders for possible outcomes on these digs. Also, a supplemntary set of bits and pieces raise questions about the apparent theme of wheels and circles and roundabouts.

Here is an example of the sort of documentation needed to narrow down the time frame based on temp parking suspension signs:
This example is for the work on the Tideway project which closely followed the work on converting two lanes into push-bike only lanes on the river side of Vic Emb. The meridian was changed for that purpose and eventually included an area for the motorbike parking (as Anon previous noted tonight). This work started in 2015 and so it was moar than a few seasons outside of the Q pic time frame. The signs in Q's pics prolly were for a short term use of that zone for something as mundane as clearing garbage bags of leaves from the Whitehall Gardens, for example.

The solo motorycle zone is narrow. A bike could fit across it, perpendicular to the cur, as per pictorial evidence of such parking areas. Not wide enough for typical car, van, or whatnot. Although, oddly enough, have seen mini cars parked perpendicular at curbside in some parts of London.
While the motorcycle traffic might be much reduced outside of peak business hours, and I agree that your reasoning is very good, there are no bikes at all in Q pics in this series. None. And in this particular motorycle-only parking area, there is one if not two yellow suspension signs that are typically posted to prevent use of the zone for some time period. That time period might well be during business hours, natch. And so your reasoning would still apply very well even if it was not the basic answer to why there is not even one bike in that zone at the time of these Q pics.
At this point, however, I am leaning toward the conclusion that the purpose of those temp signs will likely remain elusive to us for the time being. This is not likely to help us narrow the time frame further. Anon, do not if this helps your dig, but the rotation of The Eye takes one full 30-minute phase. Can be marked by the red capsule's position. Even when not in use by customers, the wheel seems to be set to move. Think the time lapse posted some weeks ago. In the time lapse it did not move per half hour but on a different interval. Much longer. A sort of time keeper, perhaps, in aid of comparison with apparent moon passage? Hope to regain access eventually. The time lapses posted were for about 3 hour spans. Not precise but gives an idea.
Does this accord with your current estimations as per positoin of moon in sky relative to sight through The Eye? Or can this be eliminated in terms of positioning? The pic is of a Harvest Moon in October 2017 so not a useful date on its own, suppose, but thinking of line of sight near vantage point of Q pic?
Have you looked at 2.16.18 to test out some of the more apt dates discoverd so far? Future proves past…? This is what prompted me to begin a broad search in news photos as per news unlocks past.

Spitballing to tie the Q pics to moar recent Q drops.
TY Anon. Here I am walking through the building of a framework based on the observations made about the Q drop with the The Lond Eye and the bright moon near its hub. Baby steps, kek. With potentially moar elaborate notes (in brackets) on possible side-steps.
We begin by noting the pic is a night time shot with a bright moon behind The London Eye. The sky looks clear. No sign of rain.
(Also, given the dig on the night sky over the Houses of Parliament in this pic, stars are visible in a fairly clear sky. Or, alternatively, distant lights in the sky, possibly aircraft, are visible in a fairly clear sky. Might compare this with moar overcast skies during winter months, in general, to gauge where this sky sits in a range from very clear to very obscure. Could be relative to weather patterns during winter of 2013/2014.)
Before estimating the moon's arch or trajectory we can make other observations of this moment captured in the pic.
Based on trees, the image appears to have been taken during the colder months of the year. People appear to be wearing jackets typically worn during London winters.
(Without going into the details, can also compare with the dig on the rooftop repairs and the white covering seen in this and the other pics in the EMB series and confirm winter as a broad period during which this pic was taken. NOV2013/MAR2014)
Also, can note the appearance of a high tide based on comparison of the river water and features on the HISP and TATT.

The camera faced a generally southern view of the River Thames and of the Clock Tower, aka Big Ben. The London Eye is on the eastern or Alberta Embankment side of the River.
(A small detail: the red bubble compartment on The Eye is marked by two red lights visible in this Q pic. If we later determine that The Eye was parked for the night, that may help further narrow the hour of the night the pic was taken. And so a dig on The Eye's operations during winter months might be in order next.)

Moderate amount of traffic flowed on both carriageways and rather light pedestrian traffic on the eastern (left side of pic) promenade and even lighter on the western promenade. The traffic lights permitted pedestrians to cross onto the islands, or refuges, that reach across the Embankment/Northumberland junction.
(Detail: While the carriageway behind the group of walkers has a green phase, the pedestrians apparently have a green of their own and the oncoming traffic, including the turning lane into Northumberland, faces a red phase, as deduced from comparisons with the vehicles on road in other pics of this series. The Northumberland-to-Embankment lanes faced a red phase for northward traffic and possibly a green phase for southward entry onto Embankment. Potential usefulness for timing the moving parts within the series of pics.)
Next, given the shape of the moon in this pic, might deduce a time of the lunar cycle - or, moar roughly, a time of the month (even without knowing the particular month) based on moon phases and such.
The moon is "pretty full" and so can compare with equinox and solistice periods. The Harvest Moon pic posted earlier lends a comparison between Autumn and Winter, for example. The Q pic resembles that Harvest Moon news photo as per relative position in sky of the bright moon as seen through the reference point of The Eye's hub.
Winter Solistice of 2013 began 21 DEC.
Now, there have been v. gud posts here about the waning moon. My request here is for a description of how we get from the pictorial evidence dropped by Q to the deduction that this pic displays a waning moon. I have confidence in the dig but less so in my understanding of this.
Right, so assuming a waning moon is captured in the Q pic, then, we can look at sauces such as astronomical and calendaral data for the winter of 2013/2014. A waning moon is that part of the moon's cycle which goes from a full moon to a quarter moon and spans a 9-night interval.

This is perhaps where the operating schedule of The London Eye might come in handy. What days or nights, if any, was it not open for business?
(Can add another detail that points to the 2013/2014 time frame: the Coronation Capsule was assigned in summer of the Golden Jubilee, 2013, and so the red lights indicating its position in the Q pic would have to post-date that summer.)
And that, frens, is as far as I have baby-stepped the dig on the waning moon. Felt like one of those water spiders skimming the surface, to be honest, but that is prolly the depth to which normies and newcomers here will find most accessible. That, I think, is where we will meet our broadest interested audience for the products of this werk. In the meantime, there may be no limit to the depths to which we might dive to establish a solid and narrowed framework.

Rooftop repairs underway with white covering that matches Q's London Pics.
Anons, this smaller tower has undergone "shrouding" a few times over the past decade or so.
In the timeframe we are discussing here, and given the lack of other "shrouds" in evidence in the Q pics, the smaller tower Anon identified in the NOV 2013 pic is a Q match. This shroud appeared in the summer of 2013 and underwent changes until it was in the form seen in that NOV 2013 pic. The details may not be useful in determining the starting month as the changes were rather fluid while providing enough of a white covering to still have a Q match.

Two movements in a time lapse like this would indicate that The Eye was not in normal operation loaded with customers but was parked and then moved intermittently. The first movement was at the beginning of this vid and the second was around mark 00:09.
The comparison between these two examples of shows differences in the movement of The Eye while the moon travels its arch across it. That is, intermittent vs continual rotation..

Pictorial evidence shows the small tower on Westminster behind Big Ben was shrowded from summer to the following spring. This shrowd or white covering took different forms. Very difficult to nail down but there are many open source images that clearly show slightly different forms across time. Now, take care Anons, as these slight variations may depict changes during different days of the same month as work proceeds. Can imagine an area being covered for, say, sandblasting, and then adjustments made for, say, iron work on roof tiles and such.
Can we identify the criteria (or criterion) by which to distinguish the white area in the Q pics from one or moar of these variations?
Here are some pics to provide baseline from which to illustrate changes over time.These are Street View images from summer/spring 2012 prior to the start of repairs in that part of the rooftop. And summer 2014 when that particular shrowd was not evident.

And… The Wonderland of Embankment/CH/Northumberland (And Piccadilly to Leicester Square). A Map is useful when it is a guide to reality. The actual terrain. The actual markers and landmarks.
For example, at Trafalgar Square there is a roundabout. Famous for the double decker buses that pass around it. It is a pedestrian island of sorts with a famous equestrian statue. This marks the centre of London. The history of this spot is significant re civil war. Also was site of the Charing Cross.
Other examples. Stand at Horse Guards Parade to watch the horseman and the ceremonial changing of the guard and the like. This ride is quite the attraction. And it is a note on the overall theme. Look to the east and over the surrounding buildings and you will see the top of the Giant Observation Wheel also known as The London Eye.
Compare these features to the Winter Wonderland Map of 2013/2014. Find the Giant Wheel, the Wilde Ride, and the Roundabout (also known as a traffic circle or merry-go-round or "circus" which is latin for circle).
Find the Great Bavarian Hall and its German theme. Where is the Power Tower compared with Westminster (and the Clock Tower)? No. 10 Downing? The big government department centres?
On the fringes of this depiction is The Communications House. It was gutted shortly after Q's pic was taken of the Red Bus which was at the doorstep of what is now LSQ. Communications House was gutted and only its facade was preserved. Beneath its ground floor lays a huge power plant. It was under a shroud during the re-development. That shroud feature large blackbirds. When does a bird sing?
The Double Decker red bus stands at a bus stop sign at that location. in Q's Red Bus pic. The sign features the Transit for London roundel. Find it in the Q pic of the Wilde Mouse; find it on Northumberland in front of the Corinthian Hotel (street signs). Think Communications House.
The WW map featured the Power Tower Plaza around which these rides and attractions were aligned. The Great Bavarian Hall is in the back. Map it to Buckingham Palace and the House of Hanover now House of Windsor.
Maybe finding these markers on the WW Map and use that as a guide to the markers on the actual landscape of the centre of power in London is a reach. Maybe the likeness is a coincidence.
Recall the comparison of 2012 and 2013 Winter Wonderland ground cover? This distinguished Q's pic as having been taken at the Power Tower Plaza in the winter of 2013/2014. What does it mean to cover your ground or to go to ground or to take cover?
Meant as a time guide. Find the markers.

Yeh, think so, Anon. The sandtable was pointed out to us as a time guide. The natural way to date a pic is to look at the surroundings and find themarkers. And so a map becomes useful in finding the clues to date the "event" that was memorialized by Q's set of pics.
As I've noted before, Q coulda dropped any pics and these we are considering were selected. As Q said,

No coincidence that the sandmap in many ways matches the discoveries in the details of each Q pic.
We have been led to examine WW maps and to compare with the pics both in the terrain covered by those maps and in the terrain in which the related London pics were situated. We have time-travelled - backward - from our vantage point - the relative future - via these mechanisms that are openly available.
This is like a hunter following the signs that guide him to his prey. Learn the common trails and the "destinations" where interactions were likely and which leave markers. Some markers are themselves attractions at which prey might tarry on the trail. If you hunt, hunt well, your senses become attuned to the habits and the situational patterns of behavior that betray the prey. Using this against the prey, in real time, can lead the prey to hunting grounds.
Ever hear of birds of prey hunting at the edges of forest fires? Q has repeatedly reminded us of panic inducement.
Here I think that a major operation was undertaken to cover the trail, to rapidly counter the turning of the tables, as sit were, and to retreat and hide in general. The Winter Wonderland was, geographically, London's political and power centre. It was, chronologically, 2013/2014. It was, conceputally, a theme park of amusements and rides and other distractions. All meant to slowed down the hunter and to confuse his senses which would take effort to attune again.
A map becomes useful when it is a guide to reality and to orientating oneself in unfamiliar terrain. A terrain may be well trodd but sometimes it can become confusing by, for example, a forest fire, or a flood, or a storm.
Sandmaps are very temporary, in the field, but, as in the pics you posted, Anon, can be memorialized for posterity. Was it the map in those pics or the gathering around it that was the subject photographed by the taker of the pics?

Previous months showed a shroud that covered the tip of the small tower. By SEP 2013 the tip was uncovered and what was left appears to have been 4 layers of scaffold behind the material, or, in terms of lights apparent in the darker images, that would have been 4 lamps at distinct heights. That form persisted for a few months which happen to fall within our timeframe for the Q pics.
Anons might compare with EACH of the Q pics and then, please, concur or point out differences that prohibit these months as bookends.

And now for something that may make some Anons here very pleased. This vid has two parts. The first is a edited and shortened version of an open source vid of Piccadilly Circus in March 2014. The second is an SV capture of the same scene but in May 2014.
These are a few months apart and together they document changes during that interval. First, the LG G2 mobile phone was advertised on the LG LED Billboard in both parts of this vid. Anons might help verify that the adverts in both parts are for LG G2. In one advert there appears to be an award featured. Can Anons confirm?
Also, down the end of Coventry Street, a building was recorded in the open source night vid. This is the building that sits across the street from the location of Q's Red Bus pic. That building was prepped for demolition and re-development on 23 March 2014; a large white cover was unfurled from its rooftop and draped over its facade. This can be seen in stock photos of the day the work began on that building. Also, this can be seen in the SV images of May 2014 - featured in the second part of this video.
That white cover is not in evidence in the open source video of Piccadilly Circus that comprises part one of this video. Apparently the recording took place before 23 March 2014. This night video is the closest match I have found to Q's pics of Piccadilly Circus. It was posted on 27 March 2014.

Difficult to deliver on the request but here is first effort. 1. The centre of Q's pic. 2. Centred SV image on that point and tried to keep rest of landmarks within reasonable form. 3. Based on the skew in Q pic (as against purple arrow in your mark-up) attempted to recreate the skew (not precise). The result is illustrated in the compass provided in SV view.
In marking up Q's pic, basically drew what might be seen as a guide for a camera. Focal centre and quads and such. Drawing the rectangle I provided that each corner would intersect the 45 deg lines while the leftmost vertical intersected the moonand the edge of the landmark you pointed out.

And should add that the centre of Q's pic is pretty much on the pole of a double-sided traffic light; and the horizon pretty much is the other centre line. The camera was not pointed at the pedestrians, for some odd reason, and did nto capture other landmarks that might have made it easier to line-up the various parts we have focussed on. Makes me wonder if the "target" was on the Westminster bridge or a building on the other side of it?
Q pic is NSA_Traf_CAM_ROT1 from Q 1423. I did try to line-up the camera position over my shoulder when framing the SV image. Very rough estimates all through the process.
This is an overhead from GE. Tried to orientate the compass close to previous marked-up SV image. Circles are sites of other Q pics or landmarks that have been of interest in our various digs. Also an overhead view of the other side of Westminster bridge that might be location of the bright light at the centre of Q's ROT1 pic.
UKAnons have suggestions for likely candidates for that area? The round light is prolly a local street lamp of sort type. But what building or landmark might line-up with it?

This bookends the open source vid between early DEC 2013 and before 23 MAR 2014. About 4-month interval.
Since the vid shows much of the "inside" of Q's pics at Piccadilly, lacks the seasonal decorations, and is smack in the middle of the timeframe we've solidified here, we might say that it is indeed a very close Q match.
Please note that during December of 2013, the statue at Piccadilly Circus was encased in a plastic bubble - mimicking a snow-globe. That was setup in NOV 2013 but it came down when it deflated due to winds during the bad weather around Christmas 2013 - ca 23 DEC 2013.
Would think that would narrow the time range considerably - for the open source vid but also, perhaps, for Q's Piccadilly pics. Not sure when the weather cleared-up enough to match those pics but based on the snow globe, say, Boxing Day - 26 DEC 2013 to 22 MAR 2014?
And that would be less than 3 month interval.
Will give it another go. In meantime, perhaps use the map service that boatfag introduced. Can estimate location of the camera - fixed above the pedestrian bridge near the top step of the Northumberland staircase. Can estimate the corner of the monument which is about where the HISP ganglplank and the street ramp intersect. Can estimate with fairly smart precision the hub of The Eye position at centre of the deck used by cruise ships to disembark passengers there. I think that might better position the marks on a map for you. From there, possibly, can use SV to estimate height above horizon. As I said, ROT 1 horizontal centre appears to sit on the horizon or close to it.
On second thots, the weather was drizzly on NYE too, according to open source vid posted yesterday. Perhaps the time range excludes that week also? Precipitation and high winds (and higher tides possibly) converge with moon? Any further details from weather dig for the months of JAN-FEB-MAR 2014?

Concur on the tide surges at Hull. The high tides at EMB prolly not directly related to signs of flooding like in the Hull vid. TY Anon for the additional insight on the tidal measures.
Continuity between EMB and CH? Possibly. There was discussion of city lights reflected on low cloud cover but not sure how far that analysis went. The link between vehicles on the road, if I recall correctly, was tentative. Between CH pics there might be links based on individuals - one wore a yellow raincoat and another wore a red/black cyclist type coat - both of whom were spotted at the bike hire docking station. And another individual who wore a red cap and black jacket appears to have been in Red Bus pic, at least one CH pic, and the WW pics, but not in the EMB pics (unless it is assumed that PS was the individual both on the pedestrian crossing and in these other pics).
In sum, not sure if there is enough to be certain that the EMB pics are linked to the CH pics based solely on the content within the frames.
Of course, analysis includes the sequence in which Q dropped the pics, the groupings accordingly, and timestamps, as well as possible thematic interconnections. But each pic considered on its own has quite a lot to date it. And, those that are clearly linked, such as the series that show Big Ben, share one or moar markers that date them individually and as a set. The WW pics seem linked by individuals within the frames. The EMB pics seem linked by vehicles on the road. The CH pics do not seem linked to each other, across the board, by individuals nor by vehicles, however, the bollards on the pedestrian islands or refuges do provide that link, at least for the "no-later-than" bookend.
The bookends for the Piccadilly Pics are also tentatively linked to the Red Bus pic via the white covering that was hung over a building's facade during demolition and the scaffolding during reconstruction. And it is through that link that the LG G2 advert makes its difference in pictorial evidence from open sauces. Apart from that, there does not seem to be a direct link between Piccadilly and the other London pics - so far.
The broadest link is hard to firmly establish with precision - the weather. In 2013 the weather was cold enough in April for people to wear the same sort of jackets and hats that are seen in Q pics. Piccadilly lacks trees to go by. There may be artificial evergreens in the background which, during the Christmas period, were decorated with mini-white lights that do not seem to appear later in the new year. But these do not shed their foilage - whether real or artificial evergreens.
Thanks for raising the question again. It seems to me that it remains unresolved not just between EMB and CH but across the other sets, also. Prolly we may have reached the limit of pictorial evidence and will need to to other means of corroboration.
Here is one attempt to establish a link between EMB and CH based on evidence inside the pics. But the one-dimmed headlamp remains tentative, IMO, as there's enough traffic and other light sources to explain what appears to be dimmed reflections in the CH pics highlighted.
And this past few days an Anon pointed out a Blue Boris bike in an EMB pic that links to to the blue bike hire docking station in CH pics. That link would share an APR 2015 bookend which in itself would exclude a 2015/2016 winter timeframe. Likewise, there are three advert signs on the handrail of the ramp from the HISP entrance; the number changed to four signs, of different colours, by MAY 2015, and so, again, this bit of evidence eliminated the winter of 2015/2016. Its like the change in colours on the TATT's funnel which also eliminated the winter of 2015/2016. I suppose we could count in like manner the LG G2 advert that appeared in a Piccadilly pic because the G3 was released in the summer of 2014. The WW evidence makes the same elimination. The Red Bus pic has its own means of a moar narrow time range which easily eliminated 2015/2016. Overall each pic as a standalone and as part of a set provides evidence to eliminate 2015/2016 and that may be the link that ties together the entire collection of London Pics. Hmf.

Clear Channel had a yuge contract with TfL back in the 2013/2014 timeframe. That has changed as competitors won new contracts or outbid old contracts that Clear Channel had. Billions of dollars at stake.
Clear Channels current map of locations may not help our dig but here is a map of the sites near Q pic locations. Two are on the route between Piccadilly Circus and Hyde Park. As the contract was for interactive adverts at bus shelters, these might be on or near target. The other location is in vicinity of the Red Bus pic between that corner bus stand and Piccadilly Circus pic. Bus shelters were nearby the building that was gutted kitty-corner to the Red Bus pic site.
That said, and the map posted here, I suspect we would need to travel back in time and perhaps find a Clear Channel pic for bus shelter in 2013/2014 or 2015/2016 or 2.16.18. or all three. Looking for Bus Shelter with interactive ad board.

Transport for London (TfL) has partnered with media and advertising company Clear Channel UK to trial a real-time mapping tool at a Regent Street bus stop.
Transport for London (TfL) has partnered with media and advertising company Clear Channel UK to trial a real-time mapping tool at a Regent Street bus stop.
The new mapping tool – the first of its kind to operate in a UK bus shelter – was developed and funded by Clear Channel to coincide with the Year of the Bus – a celebration of both the heritage of London buses and a look ahead to their future.
Positioned on one of London’s busiest shopping streets at Piccadilly Circus’s bus stop ‘G’, the state-of-the-art digital screen incorporates TfL’s data feed of live departure information to allow passengers to track their bus in real time. Alongside live bus arrival information, the interactive panel offers wider transport network updates from the London Underground and real-time availability of nearby Barclays Cycle Hire bikes and docking points.
The panel also offers local area information including maps and walking routes to tourist attractions, theatres and shops. Over the next two months, customer interaction with the panel will be monitored, by Clear Channel UK, and analysed to enhance the service.
With seventy per cent of Londoners now owning a Smartphone and eighty seven per cent using the internet for maps and directions, there is an increased demand from customers to be able to access the information they need to travel around the capital through digital and social media.
Leon Daniels, Managing Director of Surface Transport at TfL, said: “We’re delighted to team up with Clear Channel to make live travel information even more accessible to our customers. Regent Street is an iconic location, used not only by Londoners but tourists from across the world and by giving them live travel information via touchscreen, they will be able to make the most of all transport options to get around the capital, be it on foot, bike, Tube or by an iconic London bus.
“As we celebrate the year of the bus, this is another reminder of how technology has transformed how we communicate with our customers and how they want to receive information from us. Prolly need this sort of reference tool for bus shelters which had the new interactive advert boards during the outset of the new contract around 2013/2014 winter months. But maybe could go wider before trying to narrow scope.
Did not find a match at Bus stop 'G' on Regent at Piccadilly Circus. But loads of such boxes all around that location.
The building that housed Ripley's also housed big theme park inside. SEGA. Possibly flashy billboard or advert system apart from the interactive stuff. That woud go back a couple of decades. The interior of that building has so much space that there were various plans to convert to hotel with hundreds of rooms, some in the below ground parking area. Think most of those plans fell by the wayside except for a very recent development that post-dates Q pics we've looked at so far.
Havent found a match around the LG board, in SV, but that one prolly would use much bigger junction setup given the sheer size and power consumption likely involved.
The Q pic looks like it is at a bus shelter. See pic of the two at Regency and PCircus. There are boxes like this around the Red Bus pic location but no match that I have come across.

This said, the overall conclusion from the pictorial evidence within each pic and each set of pics and the collection as a whole is that the timeframe of winter 2015/2016 has served to date the pics nor the events depicted in the pics.
There may be a broader meaning by which 2015/2016 is applicable to the content of the London Pics. Likewise, the instruction to compare against 2.16.18 may refer only to the car attack warnings but may also have a broader meaning that is significant to the timeframe of winter 2015/2016. For the vid series, this has been put aside. Not disregarded but recognized as just outside the scope of the analysis of the pictorial evidence for the purpsoe of dating the pics.
Now, most, if not all, of the individual pics serve the purpose of pushing back the timeframe to before winter 2015/2016. Most of the pics, as pieces of sets within the London Pics collection also serve to point at the winter of 2013/2014. This much is well established in the vid series. Patiently, Anons heres have viewed some ruffs from that series and have seen and considered the key pictorial evidence.
In addition, Anons here have dug - somewhat inconclusively thusfar - on night sky and tidal evidence. These digs may yet prove the most precise means by which to date the London Pics, provided that the sets within the collection can be firmly interlinked either through direct pictorial evidence or through thematic or other analytic contexts. The digs on tidal and sky evidence depend significantly on the timewframe of winter 2013/2014 and may alsos provide the means whereby the meaning will be revealed for the winter 2015/2016 timeframe stated by Q - and for the instruction to compare against 2.16.18. This remains up in the air. Pun intended folks.
Further, thematic considerations have been discussed. Here they are listed. And some of this list will be included in the upcoming vid series. Again, help from Anons is reuqested as the finishing touches are made.

Also consider the seemingly trivial or marginal evidence that Anons discovered on the edges of pic frames or in the shadows or poorly lit sectors of the frames. That type of evidence has often proved to be decisive once dug into, as for dating the pics. Might not the seemingly trivial, right in front of us, carry over with further significance in the meaning of Q's dropping these crumbs in the first place…
Of late Anons have dug into the 'black box'. An interesting description, and an obvious choice of description, for a fixture on the sidewalk that has yet to be found in other pics or in related picotrial evidence of the scenes the pics captured. A black box. Clearly the sticker on it points to comms. And to transactions. And to interactivity. Yet it is a static pic with little if any action captured within its frame. Ther eis almost a deliberate lack of colour scheme except for the marginal splashes of colour that seem random on the top edge of the frame. The new mapping tool – the first of its kind to operate in a UK bus shelter – was developed and funded by Clear Channel to coincide with the Year of the Bus – a celebration of both the heritage of London buses and a look ahead to their future.
Positioned on one of London’s busiest shopping streets at Piccadilly Circus’s bus stop ‘G’, the state-of-the-art digital screen incorporates TfL’s data feed of live departure information to allow passengers to track their bus in real time. Alongside live bus arrival information, the interactive panel offers wider transport network updates from the London Underground and real-time availability of nearby Barclays Cycle Hire bikes and docking points.
The panel also offers local area information including maps and walking routes to tourist attractions, theatres and shops. Over the next two months, customer interaction with the panel will be monitored, by Clear Channel UK, and analysed to enhance the service.

The daytime CH link to EMB pics may not be strong as for dating that pic within the EMB series, but, yes, the traffic island bollards provide the pre-5-MAR-2014 interconnection.
Don't think we have established link between black box pic and any other pic, based on what is inside the frames. It was part of what seemed to be the EMB series but that is just my impression at this point.

Maybe PS round 2 was not only about the 2nd appearance of PS in hearings. Could also mean that the then-current scandal re 2016 election was not the first but the 2nd. That round 1 took place in the 2013/2014 timeframe.
Q's use of 'round' prompted me think of roundels and roundabouts.

Each of those three meanings makes sense in this context. Covered that in previous discussions. Here am thinking of the merry-go-round of congressional hearings - or parliamentary commissions - and when will they just get off and get it done.

Dating the walk-thru vid and the drive-by vid, both of which linger at the front of the HISP entrance way. Each shows the 3 advert boards on the handrail of the ramp leading to the HISP. But there are differences which make the walk-thru a closer match to Q ROT1.
Here is a comparison of views captured in 2014 walk thru vid and 2014 drive-by vid. Each vid shows the area at the HISP entrance way. By way of benchmarking, these vids are compared against SV images from MAY 2014 and JUL 2014. Note that the 2014 SV images post-date the time that the Q pics were taken - note the greenery/flowers in the pot holders part way up the poles under the HISP canopy; the Q pics don't have that because, I suppose, winter vs spring/summer.
SV MAY shows a street sign that is turned to face the pedestrian side of the curb. SV JUL shows that sign facing the street side.
1b. WALK-THRU matches SV MAY. DRIVE-BY matches SV JUL.
SV JUL shows a white sign - for upper deck dining - across back of railings at HISP entrance. SV MAY does not.
2b. DRIVE-BY matches SV JUL and WALK-THRU matches SV MAY.
Based on this pictorial evidence, while both vids are close Q matches, they both were taken after winter of 2013/2014. The WALK-THRU is a closer match because the Q pics do not show the white upper deck dining sign. Also the sign in SV MAY that is turned away from the street side of the curb appears to be likewise turned in the Q pics. Both of these details are difficult but not impossible to discern in the EMB pics.
Now, you may ask what difference does it make that these details make the WALK-THRU vid a better match. Two points are significant. First, the vids help to confirm the bookend of MAY 2014. Second, neither vid is a dead-to-nuts match because of the street sign that is turned.
In the EMB pics there are yellow signs attached to poles, such as the turned sign, which indicate suspended parking. Also, in SV images from 2012 there is a double red line drawn on the street surface at the curbside. This governed parking. Sometime between the SEP 2012 and MAY 2014, that red set of lines was cut short and did not go further than the bench area at the HISP. You can actually catch this in both of these vids, as well. But not in the Q pics. Can't make out any such lines. So that part is a wash. On the other hand, the change in parking was reflected in the turned sign which drew attention to the 'red route'. The temporary suspension of normal parking was posted with those yellow signs that can be seen in Q pics. These signs also appear on the other side of the street.
Other than a connection with parking, I do not know what the yellow signs were there for exactly, but the red route was altered along that curbside between HISP and HORSE GUARD, at least. And to my eye the yellow temporary signs were precursors to the moar longlasting changes both to the parking and to the permanent signs on the street.
All that is to say that we have pictorial evidence, both still and vid, that indicate that the EMB pics were taken before the spring of 2014. It firms-up the SPRING 2014 bookend and so reinforces the winter 2013/2014 timeframe, once again.
Now it is possible, I suppose, that changes to the red route lines might have begun with removing or blanking a long stretch. Followed by re-painting and thus renewing the red route up to the HISP, for instance. Not sure about the reason the red route sign was turned rather than removed. Vandalism, maybe.

An interdasting detail is that in the SV images, the SEC CAM is missing in MAY 2014. It appears in images before and after. Whether or not we can reasonably read much into this, it is another detail that leans toward dating the Q pics before MAY 2014 even as the MAY SV images on the whole would otherwise provide a very close Q match.
The pic posted is and SV image taken at WESTMINSTER PIER. Guess they look alike?
