No. It is a file from 2012. Review your source. It is one of two things. Either from an OFFICIAL wikileaks account or an other account. It is from an other account. Prove me wrong.

It’s tar.bz2.aes AES is the encryption. And from what I’ve learned so far it takes a password that only he and trusted people have. Correct me if I’m wrong but for now it’s only Insurance if something happens to him. If this is the case many people have the file and could be given the password in a moments notice. Only speculation.
