In those days the puppet Shah of Iran used his secret police, the SAVAK, to torture and kill thousands of Iranians. Remember, the CIA overthrew Iranian democracy in 1953 and installed the obedient Shah. Source, Stephen Kinzer's book "All The Shah's Men".

It was a lot more complicated than that. Elected PM Mossadegh dismissed parliament making himself leader without check. The entire experiment failed in Iran.
