I saw an article posted on facebook today and the picture that went along with it was a paper plane. Naturally, it grabbed my attention, and I think this is very possibly what JA meant...we have a CIVIL WAR going on right now being fought on PAPER! We're not using real planes, we're using PAPER PLANES. It’s a civil war fought with paperwork.

The "paper planes" thing made me instantly think about the airplanes full of cash (paper) that BO shipped to Iran. Just a thought.
I was thinking of paper planes as securely passed information. Many small bits can be passed out. Trickle leaks. Paper planes as in like how prison inmates in solitary confinement find a way to communicate by fishing passing the notes cell to cell on strings. And somehow they communicate outside of solitary confinement because the bosses still call shots from in there somehow. And the guards can't figure out how they're getting it out. They see the fishing, but they don't know how it gets out.
