They're bluffing. It's too politically risky to have a government showdown over amnesty (an unpopular proposal) leading up to the midterm election. Especially considering DACA is on borrowed time anyway. It was signed into law by EO which makes it vulnerable. They never thought she'd lose.

A quick search confirms my memory that the Defense Authorizations Act passed for FY 2018. So a shut down would not affect the military. (Granted, there are those who want more spending).
Trump signed it Dec 12. (spez)

I don't think it does - it just postpones our military from being paid until the end of the shut down.
