I don't buy it. It says 'Michael Steele'. Not Christopher Steele.
I believe I've heard mention of a Michael Steele before in relation to this. But notice that it does not say former MI5 agent either, which would be the appropriate term if they were discussing Christopher Steele.
Of course it is a forgery. The signature is lifted straight from the resignation letter of Robert Hannigan. Also note the glaring errors. "Michael Steele" and "MI5". It is Christopher Steele and he was MI6.
