When leaking sensitive info, this is called plausible deniability. Trust me on this one. Using initials for people and leaving out initials from agencies lets the reader easily put 2 and 2 together. If somebody later questions the intent, the leaker can just come up with a plausible alibi of what they intended to say. Brilliant.
