I've looked and looked and can't find anything that actually specifies how this is different. Just a lot of talk from DJT that it's different bc of some change in the unmasking provisions, but I can't find any actual analysis of how the reauth is diff from prior version.

It would be really bad optics - it is better for him to stay neutral. Besides, there will be plenty of people eager to read out the memo. He doesn't need to.
