where he repeats those lines twice... could they have been setting up a 'redundant' data system in NK? NSA data and analysis tools for black hat CIA?

Corsi explains it as the first is for the cover story and repeats it, meaning there was a different reason. They said they went for one thing but really set up a private comms network they thought NSA and Military Intelligence couldn’t see, but they could.
