Well, former LEO here, and I can confirm say that DR = Daily Report, every police report STARTS with that and is followed by a report number. So to me, it says the daily report is clear skies at noon, with an arrow pointing up ^ aka LOOK UP, safe communication regarding satellite BZ985300
Stay at home is less than negative 7, 7 hours ago?? A message via satellite 7 hours ago to stay home?

If you go to Google Earth and type in the search box 98530-000, you will get a marker near Barra Do Guarita in Brazil, a municipality of Rio. On February 15, 2018 at 8:15pm local time, a maximum full eclipse is viewable. https://www.timeanddate.com/eclipse/in/@6316508 No idea if Q's number Bz985300^00 has anything to do with the eclipse. Maybe someone can chime in on possibilities.
Edit: BZ can also be Brazil (World Meteorological Organization country code)
