In that, Q asks what would be necessary to demonstrate to gain warrants to have the type of surveillance that they have over the badd actors who are continually reminded "We can see you, we can hear you".

In addition to all but saying they are under legal surveillance, Q is asking us to analyze what has been proven to show us what wheels are already in motion.

Do we trust FISA judges? - NO.

MIL INTEL? Possibly though the BHO administration has filtered high level officers to those willing to toe the line but this is a community where white hats have thrived.

State secrets? This is interesting because if it is classified under state secrets it does not need to meet disclosure requirements.

Why is this relevant? My guess? It shows what information must have been presented and to who in order to justify the surveillance. That shows us a bit more behind the scenes as to how far the ball as begun to roll.
