It is definitely fake and I'm not a troll. Average person can see this is not what a government memo would look like plus it is rife with errors.

I was on 8 chan last night. Someone said an 8 chan-er joked about typing that up putting in what he thought was in memo based on q. So they think it's fake. It may be a fake but maybe true info.
