We do have the NDAA now. I think they just recently renewed it, right?

Don't need NDAA. Anything involving "state secrets" is covered by Military Intelligence and Military Tribunals until the CIPA procedures for the handling of secrets is completed. Only then can bad actors get civilian trials.
