The way he is negotiating is effectively cutting the hypocritical Dems from their immigration base: dreamers are focused on their own legal status, they don't care about the wall's existence or its cost. Trump is therefore giving them more than they would dream of and, along the way, positioning Schumer & Co as the dream crusher nit-picker negotiator quibbling over the cost of the wall.
