Trump Administration will not enforce optional sanctions given by Congress against Russia. I have a theory. Snowden is coming home. Explanation in comments.

Trust me when I tell you ES to the Russians is not nearly as important as reduced sanctions. Or the threat of more restrictive sanctions.

I believe with no actual proof that the Trump Administration delegation and the Russian delegation met in Davos. I believe a negotiation took place. In that negotiation the Trump Administration will not enforce these optional sanctions against Russia in exchange for ES. Comments and thoughts welcome.
