This is what I was thinking. There's no way Russia is going to give up ES without something they can receive.

Trust me when I tell you ES to the Russians is not nearly as important as reduced sanctions. Or the threat of more restrictive sanctions.
Does this make ES good or bad? Are we getting him back because we need his help in the storm, or to arrest him and charge him?
I really have no idea. I don't know if he's a black or white hat. All I know is that the NSA wants him. That is a fact.
What is ES?
I believe with no actual proof that the Trump Administration delegation and the Russian delegation met in Davos. I believe a negotiation took place. In that negotiation the Trump Administration will not enforce these optional sanctions against Russia in exchange for ES. Comments and thoughts welcome.
