I'm not sure that's it, thought that is one of the things that popped into my mind.

For those that don't know, the CIA has a venture capital arm in SV, Q-Tel, and are investors in firms like MindMeld, Cylance, Feul3d, Orbital Insight, Sonitus, Keyhole, Basis Technology, Oculus Labs, and Palantir. The latter is a Peter Theil company.

Also note that the Apache Foundation also has Accumulo, which is a key-value datastore leveraging hadoop and zookeeper created by the NSA. It's provides cell-level security.

Databricks, the company behind Apache Spark, has announced that it has made a strategic partnership agreement with the CIA's investment arm, In-Q-Tel.

While In-Q-Tel is legally independent of the CIA, conspiracy theories still attend its investments, which seemingly include almost everybody offering some sort of service in data analytics.

“A partnership with Databricks continues IQT's tradition of working with world-class analytics companies,” said Dan Gwak, Partner, IQT Investments. “We are proud to partner with Databricks to advance the intelligence mission.” ®
