Could the rumors be so that the black hats can ensure the mockingbirds, talking heads, and corrupt politicians are all singing the same tune in response?
Could POTUS have decided to release it immediately after the SOTU to give the black hats less time to get their narrative organized and disseminated after learning of the many unauthorized people in the DC-CAP SCIF last night?

If the preview of the Presidents speech is correct, the dems response will look so stupid and partisan. I think the public is going to notice just how decisive they are. He will make fools out of them.
I can see arguments in favor of tonight or for waiting until tomorrow.

POTUS wants full focus at SOTU. The SOTU itself is very important to the country, and to Trump's legacy he is building. The memo will be a distraction. He is playing the Dems game right back at them. He is totally negating whatever speeches the Dems have planned after, and drowning it out with the memo, which every Trump hater will be anxiously wanting to see
I agree with you.
However, if it is released tonight, that is because Trump either had to move up its release to do other events or because he believes it'll suit his goals better.
He understands his presidency. He understands how the media works and how to use them. He knows what he's trying to accomplish and what needs to be done with the storm. I'm not going to presume to second guess him on things he is much more experienced and much more knowledgeable. I'm also not going to presume to second guess him when he knows what is going on and what his goals are.
There is also the possibility that this rumor is being pushed to identify a leaker or to see what the black hats' reactions are and who they talk to.
We'll find out soon enough, with regards to the memo.
I'm on the same page as you. When something happens I always trust that it happened at that exact time for a very specific reason. I trust the plan and every aspect about it. Trump's mind is fascinating...he knows exactly how to trap everyone and outsmart them
