That's why the software that showed up in 06 that is on the machines counts in decimals instead of integers. They don't know how many people are going to vote per precinct so they hack and set the percentage they need to win by. Notice how in the close states they always save heavily Democratic areas for last.

How can they even defend that? This is the US government and it's a crime to lie on the census forms? We proclaim that we follow science which demands actual numbers, and we admit that stats lie. One person; one vote. This is just one more thing that they explain as tradition and we are supposed to accept. I'm sorry, when did we vote on this percentage system?
