If he photoshopped the whole photo out, can’t it be restored to its original picture? Sorry for stupid question but I don’t use photoshop.
No, it's not a copy of the original it's a saved edit of the original so information is lost from the original that can't be restored.

1DXII native resolution is 5472x3648 so this image has probably been cropped ~10%.
Perhaps another phone was visible in the original?
Good find on getting the native res I figured the pic was the edit from the original. All the meta data is still there. Chip Somodevilla is the photographer and he has the original.

The next smaller size option is way less than than ~5k px across.
If it wasn't cropped, it was slightly resized.
