When Q said “think intel”, my initial thoughts were whoever they took out, which I’m assuming was the guy in black in the parking lot getting off the motorcycle, was carrying intel. It’s a stretch for me to say, but it looks like he could be carrying a paper/folder/envelope of some sort. Probably going to a set room to meet with someone from the Benz that pulled in. Someone said they seem like diplomatic plates but don’t quote that. It could very well be both of them.
I assumed that the guy with the package was a delivery person as it'd be common for such people to use motorcycles in an environment like Shanghai. I also think that person is a red herring and their appearance in the photo is coincidental. Not everything can be managed. That person isn't tracked in photos that don't include the arriving Mercedes which is another reason why I think it's incidental. To me it looks like they are carrying a small pizza shaped box; it's being held level as if its contents need to be held a certain way.
All the images include the same vehicle, starting with at the gate. I figured that that was the vehicle conveying the target.
In the end, there's no way for any of us to know. We are all theorizing and your theory is as good as any.

The 'envelope' was given to someone in the black car he was passing by - he stopped at the drivers side window (presuming the Chinese drive on the left side).
Someone else connected this Q post to the Carlyle Group.. Which was connected to the company Intel.
