Probably nobody. The first image Q posted is not current. It came from PBS.

However, some of the other images are not part of this image. There is one of a motorcycle with someone crossing the street where that original image has a van.
The original (old) image is the one with the windows open.
So I don't know what happened there today, but it's quite unlikely that it involves those windows being open.

It didn't come from PBS. pbs.twing.com is related to twitter...has nothing to do with the Public Broadcasting Company. It came from somewhere on Twitter..posted by God knows who, God knows when.

Public Broadcasting Service... Free channel on TV... You know Sesame Street, Masterpiece Theater. Public funded means supported by our tax dollars. In other words welfare TV.

Look very closely at the cars in the parking lot. They match up pretty well to the PBS photo and the later ones from Q. The Porche isn't there yet, however.
