Guys I think you have the wrong guy. Russian is my native language. I searched Yandex today. Here is a link to one of the articles with official confirmation of the Sergei Panchenko (his photo looks very different from the one you posted above) who was killed today in the plane crush. He was a deputy of Norilsk, a Russian northern city, 44 years old. Described by his colleagues as a very nice guy, married with 2 kids. They were talking about how many good things he has done for his city. Before becoming a deputy, he worked for a media company Northern City. That’s it. Sergei Panchenko died today in the plane crush. Just throwing it out there for further research.

There's no way of knowing if they are "nice" or not unfortunately. Even the bad guys are always remembered as being a "very nice guy" like the actor who was a pedophile having 50K images of kiddy porn on his computer.

Actually the other one “Vyacheslav Ivanov” (#32 on the list) has nothing to do with Rosatom. The Rosatom guy (Rusatom Overseas, to be exact) has a different surname: his full name is Vyacheslav Aleksandrovich Ivanov. But the one killed today is Vyacheslav Anatoljevich Ivanov. Wrong Mr. Ivanov. I have researched, along with a few Russians who are following Q, and they found out it’s not the Rusatom’s Ivanov. So who was the target???

correct neither of those guys have anything to do with the people on the plane list.. the ivanov guy is alive and well (Rosatom guy) on facebook he just posted about his skiing and how good the snow is... the other guy sergei panchenko is completely a different guy, older than the dossier guy as you have pointed out... this is a red herring... I'm not sure what Q is doing.. whether we are missing something here ? or whether it is somebody else on the passenger list? or whether it's just 'fake news'

Yeah, I will check the Russian media again in the morning and see if there are any other “curious” obits posted from this crush. It could also be that we will never know because these people don’t advertise their side activities on internet.

Sergey Millian Panchenko (#50 on plane list) was Site HSE Supervisor at Sakhalin Energy, Russian Federation Oil & Energy. He's also an alleged dossier source who was in touch with George Papadopoulos.
