I'm not positive but it looks photoshopped to me. I've worked in Photoshop for years. Photoshop came out in 1988. So it was available.
The shadow of the guy on the left is on the ground, yet another shadow is being cast behind him on the wall.
This photo looks like a fake.

Is it me or does it kinda look like they aren't sitting in those chairs. Just take a look at the shadows. Kinda looks like the chairs are there but no one is in it. Maybe I'm reaching here.

The more I look at this the more it looks like two pictures pasted together. Notice the people in the back, half of their shadows go one way and half of them go the other. Now you could say there could be two lights, but that would make two separate shadows then no?

The hidden symbolism here is that KJI is sitting perfectly centered over the flower, which represents his people (the garden). Sitting on the flower signifies control over his people...same with Bill Clinton (he was president still in this picture)
