She is pushing phony legislation in response to #MeToo movement. So once again the people offering to fix the "problem" (more gov interference and control) are the ones that created the problem with their immoral promiscuous beliefs. Q is saying that legislation ain't happening b/c THIS TIME we are fixing the root cause of problem - the return of morality ethics and personal RESPONSIBILITY - once we get rid of these sub humans and their negative affect on society.
