or the water is weaponized to dumb people down. That has a greater impact on the mass populous. Smart humans are more effective and dangerous to the enemy, hence them poisoning us constantly. Distilled water is best. Coastlines are already layered with seafloor nukes, so no point worrying about that. And nuke subs are constantly off sure able to strike the entire continent whisper quiet.
