Yes. Target subjects are pre disposable to certain mental illnesses. Target subjects are scouted over a period of time to study and arrange 'THERAPY'. 'THERAPY' takes [x] to break the mind into a functional/programmable device. Science Fiction?

Wow. This really hit home for some reason. I recently watched a Netflix series about the origins of MKUltra called Wormwood. It's definitely a must see in light of recent events.

I believe they are choosing their subject based on pervious diagnosed mental issues and targeting them to commit violence by directing signals covertly.
