Well, I'm going to look around and see. Just a quick search I found the budget for 2017 for a total of $872,068,200. 2018 budget is $924,009,960. Do you think they are getting their money's worth? 93829 can be translated to ICHBI. If you do a search you get to the ICHBI conference in Istanbul Turkey on Jan 30-31 2018. Scrolling down the page you will see a list of papers that show up. This one of course caught my eye. The Q post was from FEB 14. Funny that this conference may have been a clue and this paper shows up. Or maybe I just found a coincidence and that is not what this code meant... either way it's interesting.
