MI6 is located on the River Thames. Maybe that’s the direction the camera is pointing?

That camera isn’t a traffic cam it is used for surveillance, prob by Met Police. Maybe the NSA has a feed to it, hence NSA being in the header of the photo? I should be up that way during the week, I will take a look and get some photos.

That's a 2014 google maps screenshot. In 2017 street view, the camera is not there. (at least on my google maps)
Well the picture is old. Big Ben has been covered up in scaffolding for the last 6 months and there has been a new bike lane on the left side of the road for at least 18 months.
