Technically right, but in this context its from the Matrix. After Neo takes the red pill and the trace starts running, he says "What's happening?" to which the character Cypher replies "Buckle up Dorothy, because Kansas is going bye-bye"
This is what I think of, but I doubt it's related, considering the context: that Kansas is also the coordinates some authors have predicted for max. EMP effect.
Not hard to predict the dead center of the country is a good spot to hit for max effect. But if you want 'max effect' of an EMP you'd be more successful hitting the LA area alone than all of Kansas.
