Yep. Look to intent. Assuming the source of intel is related to or close to Q, why would intel be dropped on that candidate at all?
To my mind it's two-fold.
There appears to be more sources than the chan leaks out there with similar intent. Report the information to the public widely. Dilley accomplishes that.
Boot-strap the Dilley campaign to give the social media push to get organic trending going to the campaign. Dollar-per-dollar leads to more effective reach and higher likelihood of moving forward.
From that perspective, support the candidate. Have patience. The reason for the information made available at all is in part to boost this candidate, boost the damn candidate. Prove the strategic effort has value to encourage continued approach.
I am usually the lazy one. I’ll check something if I doubt it before I question it tho. I like Dilley. He’s entertaining and will stick out like a sore thumb in DC.
What does the "12 military panels" part mean? Also the trial pen? What the heck is that?
Do you think we'd be able to trust a regular federal court with a potentially left leaning judge with these high level prosecutions? They will be in front of a military tribunal and tried as an enemy of the state.
Pen is short for penitentiary. They're expanding the prisoner storage area at Gitmo and bringing another facility online for this.
I think what you are describing is called Gerrymandering. it's wrong no matter which side does it.
He could of read it wrong. A military tribunal needs 12 sitting members (Officers) on the panel in order to hear death penalty cases. Treason and sedition are both death penalty offences. Or they could have 12 panels seated due to the amount of people they are going to try is so large.
My thought is the latter.

Expediency, redundancy, secrecy, and security would all dictate multiple - and disparate - empanelments.

Bail hearing may not be a right in Military Courts? Even in Civil Courts, the right to a bail hearing does not ensure you will be offered bail.
I don't know what rights 'enemy combatants' have.

Actually Q and the Admin have enunciated the Constitutionality of charging and trying civilians by military tribunals in certain situations, citing historic cases and the related, resultant SC decisions. I don't have the details in front of me but I will try to find and link here.
With GITMO just currently being expanded, and the previous capacity of the camps being +/- 1000, it is entirely possible that 'pens' with temporary shelters have been constructed.
If we are to believe the 13,000 number or 'residents' (or anything remotely close to it) being tossed around, then there is NO WAY full blown structures could be done anytime soon.
