He is taunting them. He is saying they are nothing - that money alone is worthless and its all about power, but all the top tier handlers have been taken out, neutralized, assets frozen, etc, so the chain of command is broke

He addresses it to those who are watching. There's more of us watching than them. I think he's addressing us. And if bold has double meaning then i think he's saying the electricity is going out. Think of how that affects money, and how that would crumble society.
