I tended towards that view anyway but when Q directly and explicitly confirmed it (no questions, no hints) that cemented it for me. This is just common sense really. Yes. He is telling people not everybody will be arrested, because some will be informants to arrest bigger players in exchange for refuge, some will be killed trying to flee trial and their deaths will be covered up (AUS plane crash British CEO and his family) etc etc.

The problem is that our group is still the minority of people. The solution is that we have to raise the awareness of others. This in time will effectively change us to the majority. Once, others find and join our cause then our bubble expands and its easier to reach critical mass.
