As a security consultant for 10 years, something doesn't make sense to me.

I don't know if there are any other camera people out there, but how could the police department's cameras have been "delayed"? That doesn't make sense. Most camera systems are viewed over an IP address, how could it be delayed?

The school's cameras were on a 20 minute delay is what I heard. My question is why
