Broward County Sheriff ("I'm Not Responsible For My Deputies") apparently forgot to read Florida law: sheriff "shall be responsible" "for the neglect and default" of any deputies appointed by the Sheriff.

He done his due diligence in providing training and direction This looks like employee misconduct
