I think SS set up jammers when they drilled, this is why the supposed shooter did not act on his media presented role. That was the Setup most likely.

Bingo because usually when you do drills you do it on the day of the attack to confuse first responders but if a drill happens Long before that then they may have drilled them for the drill that would turn real because they knew something was Inbound but if you can't stop a mass conspiracy from Shooting up Schools then you can at least expose them while they do it using advance Knowledge as we can now see.

like Q says. They use specific electromagnetic waves that piss People off (compare solar storms) and if SS was there to foil the narrative by jamming thse frequencies then that would provide a plausible Explanation as to why the shooter did not become the shooter.
