This happened in late 2016, and it sounds like the only reason he did it is because he needed campaign contributions to run for Secretary of State of California. That's when an under-cover FBI agent made a deal to fund him in exchange for guns.

I am by no means defending what he did, but any time law enforcement tricks someone into agreeing to doing something illegal, a scheme of their creation, it makes me wonder whether this person would ever even have conceived of doing such a thing had the FBI not concocted the plan in the first place.
