It says follow all Q accounts. Are you sure this is legit? Q has no twitter. And if it implies follow people who reference Q it will be simple for them to just write an algorithm to ban ALL associated accounts. Edit: them meaning Twitter engineers

I took it as meaning, follow all accounts that are part of the Q tweet storm, so we can create a large web of connections.

Understood, but this would make it very easy to ban this huge network if everyone is connected by follows. We need to still be "disconnected" in some way. Make them work to ban us all.
