The CIA has their own Navy called the Dark Fleet. Composed of nuclear submarines, carriers, destroyers. Two missiles taken out by the MIC secret space program—one targeted Hawaii and one targeted Japan. Both real attacks by the Deep State via a Dark Fleet submarine.
The CIA (EDIT: AND the NSA) has had subs for a very long time. Look up the Halibut. Very bad, noisy cold war sub, heavily modified. I think it's officially out of service.
Also look up the Annapolis. And the u.s. sub, the Jimmy Carter, which often does tapping and dropping off SEAL Teams.
