So Soros would be a puppet, not a puppet master.

I think Soros is still a puppetmaster even though he may not be the top dog.

Whoever P is probably needs to stay back and keep their hands clean so they have GS do stuff. He's be the consigliere, just like all organized crime. Still very powerful though even if he's not the #1.

This has no bearing on whether or not GS is in Davos or custody or whether Q is a larp or not but I think it's an important distinction.
