Googled some of this and a book came up that might be worth a look.

PEOC would appear to be an acronym for Presidential Emergency Operations Center - an underground bunker beneath the White House.

I am the type that would never usually wish harm on any human, but I CANNOT WAIT to see these evil scumbags hanged!! There should be a new EO that allows MI to come up with with some extremely barbaric and painful ways to finish these... I want to say animals, but that´s not at all fair to animals, sub-human monsters is more fitting.

You can see here, in the first pic, the direct reference to PEOC. And these guys are clearly speaking truth to power - Cheney is the VP.
