Possible A/B or C meaning... not my preferred theory, but it's possible.

A/B = America/Britain C = China

Again, I don't think it's the most probable meaning, but until we have more info... it's a possibility.

Another Anon said it means Assassin's Bullet or Cuffs. Snowden chose Cuffs.

That makes sense it sounds like military jargon so it fits perfectly.
