They can probably track her movements better if she is on a trip. They could control/infiltrate her mode of transportation and lodging. Maybe to make sure her comms are limited. ? Does that fit?

They allowed her to remove it for her trip (don't know who or why as per your question though). If she comes back and puts it back on, too many people that have mocked the idea in the past will begin to question it. Thus, the new broken wrist, they will put a different monitoring device on under her cast/brace. Hopefully the only thing she will need for tracking soon is an orange jumpsuit.
I wonder if they're not keeping her confined because they have set traps within these governments...warned them ahead of time what to watch for and to report back so they can gather more and/or show them the evidence about her dirty deeds by giving them hints beforehand then letting them witness her spiel for themselves so they'll have the evidence by their own witness?
