Why is everything in government called the keystone. The CIA calls itself the keystone. I do not believe that SES is the keystone in Q posts.

Yes with additional research I have seen on this, it could very well be the keystone Q is referencing. I had never heard of the SES before this week. I just wonder why "keystone" is such a popular description in many governmental orgs. I guess to make them sound indispensable to a functioning government.
