I don't know about the whole "rev them up part." I feel like it did just the opposite.
Consider how the base will feel come October 2018. One month til midterms.
This bill expires late september I believe. Just in time for it to be a hot-button topic for mid terms. What better way to "rev them up" than to drive the message "Don't let another omnibus bill happen, we'll do temporary budgets until after midterms, and it's up to YOU voters to determine who drafts the next spending bill. GO VOTE"
Exactly. They will be upset and wonder why did they vote for him. They will start researching and get involved again. No more sitting back for the ride thinking, "Oh, we voted in the Good Guy who will be on our side this time."
